A lobbying group made up of several automakers is pushing Congress to ban California’s plan to phase out and ban new gas car sales altogether by 2035, ahead of a vote that could also affect the 11 other states that have followed with similar plans.

The Alliance for Automotive Innovation (AAI), an organization representing the interests of Ford, General Motors (GM), Stellantis, Toyota, Volkswagen, Hyundai, and several others, recently sent a letter to Congress requesting that it overturn a waiver granted to California letting it set its own emissions rules.

Later this week, the U.S. House of Representatives will vote on overturning the waiver granted to California under the 1968 Clean Air Act to impose the tightened standards, according to Reuters. In the previous letter, the AAI argued to Congress that automakers would be “forced to substantially reduce the number of overall vehicles for sale to inflate their proportion of electric vehicle sales,” adding that it would also boost prices and reduce competition in the market.

The waiver, enacted under the Biden administration’s Environmental Protection Agency (EPA), allows California to mandate at least 80 percent electric vehicle sales by 2035 under the Clean Air Act. The passage of disapproval of the waiver is being ushered under the Congressional Review Act, and an initial vote in the House of Representatives is set to take place on Wednesday.

The U.S. Court of Appeals for the District of Columbia backed the EPA’s decision to grant the waiver last April, following a challenge from 17 Republican-run states. The group claimed that California was being given unconstitutional regulatory power in the decision, adding that other states didn’t have those same powers.

In December, the U.S. Supreme Court agreed to hear out bids from Valero, the AAI, and other groups to oppose the 2035 California gas car sales ban, which would begin phasing them out in 2026 if the waiver remains in place.

Elon Musk’s Neuralink has officially installed its brain-chip interface (BCI) into a third human patient, and the individual shared a video this week detailing his experiences gaining control of external devices and regaining the ability to talk through the use of AI.

On Monday, X user Bradford G Smith shared a video detailing his experience as the third person in the world to receive the Neuralink BCI, and as the first non-verbal patient and the first with Amyotrophic Lateral Sclerosis (ALS) to receive the implant. In the video, Smith details how the BCI works, how it’s less limiting than his previous eye tracker technology, and how it has literally helped him regain his voice through AI.

“I am typing this with my brain,” Smith wrote. “It is my primary communication.”

The video, which he says is the first edited directly with a BCI, is narrated by an AI-generated version of his old voice. Prior to the BCI, he was also unable to leave the house using his eye tracker, as it made it difficult to communicate unless he was in dark or low-light settings.

The video also shows how he’s able to connect with external devices using the BCI, with a live shots of him controlling his computer using a cursor.

The news follows Neuralink’s initial update with Brad and other initial BCI patients, as was shared in a post on the company’s website in February. In it, Brad also explained how groundbreaking it was to be able to communicate outside and see his son win a robotics award, along with being able to consider leaving the city area for the first time in half a decade:

The most significant thing that happened this week will sound strange to you: I got to use the computer on the porch, and it worked!!

I went to [my child’s] soccer game, and the referee thought I was sleeping. I was actually able to talk outside. I [am] actually thinking about traveling outside the [city] metro [for] the first time in 5 years.

Both of Neuralink’s studies focus on restoring autonomy to people who are paraplegic through the use of external devices. The company gained initial approval from the U.S. Food and Drug Administration (FDA) to install the first BCI in a human patient in May 2023, with Noland Arbaugh being the first, a patient named Alex being the second, and Brad being the third.

Neuralink opened its Patient Registry worldwide earlier this month, allowing participants to submit to take part in the company’s initial PRIME and CONVOY studies. The firm also announced plans to operate the PRIME study out of a second location in Miami, Florida in January, after an initial location was launched in Phoenix, Arizona.

Last week, it was reported by Bloomberg that Neuralink is currently targeting a $500 million funding round at a valuation of $8.5 billion. Meanwhile, Neuralink has also been constructing office buildings near Austin, Texas, which initially aimed to be completed in May 2025.

Alphabet-owned robotaxi company Waymo is mulling over the possibility of selling self-driving vehicles to individual owners in the future, as highlighted last week by the Google parent company’s head executive.

On Thursday, Alphabet CEO Sundar Pichai said during the company’s first-quarter earnings update that Waymo would maintain selling self-driving vehicles to individuals as an option in the future, according to a report from Reuters. Pichai didn’t disclose any specifics about the potential to do so or a timeline, though he noted that “there is future optionality for personal ownership.”

Waymo currently operates over 700 self-driving vehicles, 300 of which are operating in San Francisco, and it’s the only company to operate a paid self-driving ride-hailing service as of yet.

The statement comes as Tesla and other companies aim to launch their own commercial robotaxi services, and while the electric vehicle (EV) giant already sells its Supervised Full Self-Driving (FSD) software to individual owners. Additionally, Tesla aims to launch an Unsupervised version in the coming months.

Waymo launched in Austin in January in a unique partnership with Uber, while its self-driving ride-hailing vehicles in California run through its in-house ride-hailing app, Waymo One. It has opened the app to the public in multiple areas of Los Angeles and in cities surrounding and including San Francisco. The company also dropped the need to sign up for a waitlist to use the service in Los Angeles in November, after doing so in the Bay Area earlier that year.

The Alphabet-owned firm also started initial testing in Japan earlier this month, marking the company’s first time in an international market.

Tesla is targeting a launch its first commercial robotaxis and Unsupervised FSD around Austin in June, and CEO Elon Musk reiterated this goal during the company’s Q1 earnings call on Tuesday. When asked about how Tesla expected its commercial robotaxi services would compete with Waymo, which is already operating paid driverless rides in multiple cities, Musk highlighted how costly the company’s cars are to produce:

The issue with Waymo’s cars is it costs way more money, but that is the issue. The car is very expensive, made in low volume. Teslas probably cost 25 percent or 20 percent of what a Waymo costs, and are made in very high volume.

So, ironically, we’re the ones to make the bet that a pure AI solution with cameras, and what do you have? The car actually will listen for sirens and that kind of thing. It’s the right move.

And Waymo decided that an expensive sensor suite is the way to go, even though Google is very good at AI.

Musk also went on to predict that Tesla would eventually capture at least 90 percent of the robotaxi market, or potentially as much as 99 percent, with millions of cars on the road that are already able to run FSD.

He also highlights that Tesla’s vehicles at both the Gigafactory in Austin, Texas and the Fremont, California plant can drive themselves fully autonomously from the end of the production line to the outbound lot. Musk also said that he was “confident” that the first Model Y units to drive themselves to the customer will take place later this year, from both the Fremont and Austin factories.

A new proposal in the state of California would allow initial testing of self-driving heavy-duty trucks, as Tesla and others aim to bring their driverless technologies to market with Class 8 trucks and other large vehicles.

On Friday, the California Department of Motor Vehicles (DMV) said that it’s proposing self-driving vehicle tests be allowed on public roads for heavy-duty trucks and other large vehicles, as detailed in a report from Reuters. The news comes as heavy-duty vehicles about 10,001 pounds are currently unable to utilize public self-driving tests in California, as well as others such as Texas, Arizona, and Arkansas.

The proposal would restrict autonomous testing for semi-trucks and other oversized vehicles to specified, pre-selected routes that would be pre-determined to be legal for size, weight, and loading requirements. It would also ban testing these vehicles on city streets, with selected routes primarily including major highways.

The state would also prohibit testing of specific heavy-duty vehicles until further notice under the proposal, including household movers, commercial vehicles used to transport passengers, oversize loads, bulk liquids, or hazardous materials.

The DMV plans to hold a public hearing on the proposal on June 10, after which point it would be allowed to move forward with the agency.

California has been preparing regulations for autonomous trucking since at least last August, when the state submitted an initial draft for such a legal framework.

The state is also evaluating whether light-duty vehicle testing requirements should be updated. Currently, the state requires a permit to test self-driving vehicles utilizing a safety driver, before applying for subsequent phases of driverless testing and deployment permits.

To apply for driverless testing permits, manufacturers are required to conduct testing for a minimum of 50,000 miles, while heavy-duty manufacturers would be required to complete at least 500,000 autonomous testing miles under the proposal. Of them, up to 40,000 of the miles are allowed to be completed outside of California.

The news also follows the Trump administration’s aims to accelerate self-driving deployment this week through the expansion of exemptions for certain reporting requirements.

Although Tesla’s Full Self-Driving (FSD) is not currently available for the company’s electric Semi, it’s expected to become available at some point in the future. Tesla has also been spotted testing its FSD on the Semi in and around Giga Nevada, ahead of the company’s plans to launch the software on the Class 8 truck.

Tesla is currently aiming to ramp up production of the Semi, and it’s constructing an expansion to its Gigafactory in Nevada to eventually scale up to volume production.

A report this week says that Tesla has sent out a new batch of emails to some of its earliest reservation holders in India, suggesting that the company’s highly anticipated launch of electric vehicles (EVs) in the country could be imminent.

As seen in emails viewed by Bloomberg in a Friday report, Tesla has begun refunding early reservation holders in India, indicating that the U.S. automaker seems to be nearing its official debut in the country. Some Model 3 reservation holders in India initially paid deposits to purchase a Tesla as early as 2016, and they come due to the company having refreshed the vehicle’s design last year.

“We would like to return your reservation fee for the time being,” Tesla writes in the email. “When we finalize our offerings in India, we will reach out in the market again. We hope to see you back with us once we are ready to launch and deliver in your country.”

The launch is thought to be highly consequential for Tesla, as India is the world’s third-largest auto market, and thousands of people in the nation are employed by vehicle and component manufacturing facilities. However, years of talks between Tesla and the government about launching sales and potentially a factory there have hit a standstill multiple times, largely due to disagreements over the country’s high import duties.

While many are speculating as to when exactly Tesla could launch vehicle sales in India, several other indicators have also suggested that the maker is getting close to doing so.

Last weekend, a Tesla Model Y with a privacy wrap was seen being tested in India, marking the second such sighting to take place in the past few weeks. The company also officially began the certification and homologation processes for the new versions of both the Model Y and Model 3 in India last month, and it has been hiring and picked out two sites for initial stores in the country, the first in Mumbai and a second in New Delhi.

A Bloomberg report in February also claimed that Tesla was aiming to sell vehicles in India around the third quarter of the year, though models being sold in the country had not yet been revealed at the time.

Tesla has made several of its Supercharging stations free in markets around the world over the weekend, in order to commemorate Earth Day, which took place earlier this week.

On Friday, Tesla posted on its charging account on X that it would be offering free Supercharging across 30 select stations on Saturday in celebration of Earth Day and Week. The chargers are set to be free during daytime work hours, and they’re scattered in locations across Europe, North America, and the Asia-Pacific region.

Tesla also says it may have employees handing out “goodies” at some of the sites, though the company didn’t disclose what they would be.

“Closing out Earth Week with free charging at the following Superchargers on April 26th,” Tesla writes. “You might even catch some Tesla employees with goodies!”

In the U.S., the Supercharger stations offering free charging include two located in California, along with one each in Florida, Arizona, Illinois, and New Jersey. The company is also offering free Supercharging in Nuevo León, Mexico, in the city of Monterrey.

Tesla’s Superchargers in North America opening to non-Tesla EVs

Along with allowing Tesla’s vehicles to charge at Supercharger stations, the company has slowly been rolling out access to other, non-Tesla electric vehicle (EV) brands in North America over the past several months. For example, Superchargers opened to Kia’s EVs in North America on Thursday, increasing the company’s chargers to the over 40,000 DC fast-charging stations and doubling the number of stations owners of the car brand can use.

Other brands with access to Tesla’s Superchargers include Kia parent company Hyundai, Ford, GM, Genesis, Lucid, Mercedes, Nissan, Polestar, Rivian, and Volvo, and Volkswagen and subsidiary Audi are the next brands in line to gain access.

Tesla also runs three-month Supercharger voting periods for owners to cast votes on where they’d like to see new Superchargers built, and the company recently opened its voting round for the second quarter along with revealing the winning locations from Q1.

Tesla could face a new tax on the emissions credits it sells to other automakers, as introduced this month by legislators in the state of Washington.

As detailed in an op-ed from the Wall Street Journal on Monday, Democrats in Olympia have filed two companion bills proposing a 10 percent tax on the electric vehicle (EV) emissions credits Tesla sells, valued at roughly $1.79 billion globally last year. The emission credits market was created out of regulations requiring automakers to start phasing out gas vehicles, allowing Tesla, which only makes EVs, to sell the credits to gas automakers which aren’t able to meet the upcoming phase-out goals.

“The creation of these tradeable and bankable credits creates the opportunity for a financial windfall accruing to firms that are not burdened by the legacy production of internal combustion engine vehicle,” legislators wrote in the proposal. “It is the intent of the legislature to address this unintended outcome by taxing the windfall profits.”

Olympia Republicans went on to file a counter to the bill, which would effectively prohibit such a tax as well as “any other tax that applies to only one individual, business, or entity.”

Washington joined California in 2020 in setting regulations to phase out gas vehicles by 2035, requiring a maximum of 20 percent plugin hybrid vehicles sold in the year along with making 80 percent of the year’s sales fully electric. The initial phase-out regulations kick off in 2026, requiring automakers to make 35 percent of their new vehicles fully electric or plugin hybrids, before that level increases to 51 percent in 2028, and 68 percent in 2030.

Tesla’s vehicle sales in Washington made up just 10 percent of those sold in the state last year, while the company has about 54 percent of all emissions credits in the state, according to the Washington Policy Center.

The Wall Street Journal editorial calls the new proposals “abusive lawmaking,” saying that targeting a single company would be strongly opposed by progressives if it were suggested by the Trump administration. Additionally, the op-ed highlights that Tesla and CEO Elon Musk set the price for the emissions credits, meaning that they could simply charge automakers more for them to make up for money lost on the tax.

Tesla looks to be getting closer to opening its highly anticipated diner, drive-in movie theater, and Supercharger location in Southern California, after the company began construction on the project in the latter part of 2023.

On Sunday, X user BLKMDL3 stopped by the Hollywood Tesla Diner location and shared photos of the site, noting that Superchargers are now lit up, parking lots are fully paved, and construction generally appears to be nearing completion. The news comes after Tesla has been building out the site for around 18 months, which many have pointed out is longer than some of the company’s latest production facilities have taken.

Tesla has yet to disclose when it plans to open the Supercharger location, though it appears to be getting closer than ever, at least as far as construction is concerned. The company also included some code related to integration with the diner in its latest version of the Tesla mobile app in January, along with posting its first job listings for the site in August.

The user also notes that the adjacent parking lot is being built out to include additional Supercharger stalls, with the actual lots for the diner including around 28 to 32 stalls total, consistent with permits for the project. Next door, the user says the company is building roughly an additional 50 or so stalls, though these aren’t likely to be open when the diner initially opens.

The site is located at 7001 West Santa Monica Boulevard, and according to Elon Musk’s original concepts for the Supercharger discussed on what was then Twitter in 2018, the unique charger is set to include a 1950s-style diner with rock and roll and waiters on roller skates, in addition to drive-in theater screens playing scenes from the best movies in history.

Tesla gained a series of construction permits for the project throughout 2023, before officially beginning construction in September 2023. You can see photos from the site below, taken just weeks after groundbreaking, as well as in January and April of last year.

Tesla’s Gigafactory in Texas is building what appear to be castings for the upcoming Cybercab, ahead of the vehicle’s launch and the highly anticipated debut of Unsupervised Full Self-Driving (FSD).

On Monday, Tesla Giga Texas site observer Joe Tegtmeyer shared photos on X of some unique castings out beside the factory. Notably, Tegtmeyer points out that the castings are quite different from those of the Model Y and Cybertruck, which are currently the only two vehicles being produced at the Austin, Texas plant—at least publicly.

Some viewers noted that the castings appear to have a similar shape to the Cybercab, along with being one single casting, compared to the two-piece Giga casts the factory produces for the Model Y and Cybertruck. The shape appears to be consistent with Tesla’s unboxed production process, which is expected to build single-piece castings and will be used for the upcoming Cybercab.

In March, Tesla Vice President of Vehicle Engineering Lars Moravy confirmed in an interview with manufacturing expert Sandy Munro that Cybercab production would be starting prototype builds this summer, while the automaker is aiming to ramp for volume production in 2026.

While it isn’t summer yet, executives also confirmed in January that Cybercab production lines were already being prepared at Giga Texas, so it’s not unlikely that these castings are some of the upcoming vehicle’s first prototype builds.

The unboxed production process is also expected to revolutionize the automotive manufacturing industry, with CEO Elon Musk emphasizing how different the production line looks compared to its past vehicles during the Q1 2025 All-Hands meeting. Instead, Musk says the production line appears more like a high-speed consumer electronics line, and it’s expected to push Cybercab builds out in less than five seconds.

In a post on X earlier this month, Musk also reiterated that the Cybercab production line and the factory in general are essentially the products on their own, rather than just the cars themselves.

“The Tesla factory, especially our next gen Cybercab line, is the product,” Musk said. “That, autonomy and Optimus, are what matter.”

Tesla is also aiming to launch its first commercial robotaxi services around Austin, Texas this summer, along with launching its first iterations of Full Self-Driving (FSD) Unsupervised. The company is also holding its Q1 earnings call on Tuesday, during which executives are expected to address questions about the Cybercab and the upcoming commercial robotaxi service.

Following years of back and forth between Tesla and the Indian government, the automaker is finally expected to launch sales in the country in the coming months, and one of the company’s vehicles was spotted testing over the weekend.

On Sunday, a privacy-wrapped Model Y was seen driving in India and was posted on Reddit, as Tesla prepares to debut vehicle sales in the country for the first time. The news comes a little over a month after Tesla began certifying the Model Y and Model 3 for sale in the country, and as the U.S. manufacturer gets ready to launch the nation’s first store in Mumbai.

The appearance of the refreshed Model Y comes just a few days after another recent sighting in the country, in which a wrapped unit was seen driving on the Mumbai Pune Express Way.

Tesla’s vehicles can regularly be seen under privacy wraps such as this one ahead of their launch, often with the company’s vehicles before they’re officially unveiled. As such, many have speculated following the sighting that Tesla could either be preparing to launch the RWD variant launched in some markets in recent weeks, or the Performance version of the SUV, which is widely expected to debut sometime this year.

According to local reports, Tesla also signed a five-year lease on Mumbai store at the Bandra Kurla Complex, while a second store is expected to open near the New Delhi airport at Aerocity. Meanwhile, Tesla has also been hiring for the stores in recent months, along with holding a recruitment day in Mumbai last month.

Much of the delay on Tesla’s entry into India came from the country’s high import tariffs on vehicles and other products, while one of the government’s conditions for the country selling cars there was to utilize local suppliers. Last month, a rumor started circulating suggesting that Tesla was partnering with automotive company Tata Group for the local production of components such as castings, forgings, electronics, and more.
